Non-citizens can acquire residential property under government-approved schemes like the Property Development Scheme (PDS), Smart City Scheme, or Ground+2 (G+2) apartments (buildings with at least two floors). At Luxor Properties, we guide you through the mandatory Economic Development Board (EDB) approval process to ensure a secure and legal transaction.
Not automatically, but it is a primary pathway. If a non-citizen invests a minimum of USD 375,000 in a qualifying scheme (PDS, IRS, or Smart City), they—along with their spouse, children, and dependent parents—become eligible for a Permanent Residence Permit. This permit remains valid for as long as you own the property.
In Mauritius, you should budget for approximately 8% to 10% in additional fees. This typically includes:
Registration Duty: 5% of the property value (Note: This is set to increase to 10% for non-citizens from July 2026).
Notary Fees: Approx. 1% (plus VAT).
Agency Fees: Usually 2% (plus VAT).
Syndic Fees: Monthly maintenance fees if the property is in a managed complex or gated community.
